Div top_bg:

This is my transparent background
with only the class="top_bg" defined.

Notice how we now have a border, and the
background color matches our graphic?

Be careful!  It may look darn close on your
screen, but if you don't know the exact
hex# of the color your background is, you may
end up with a seam.
